WHY? The Codice Fiscale or Fiscal code is a code made up of letters and numbers on the basis of your first name, family name, date and place of birth and it is used by the Public Administration to identify the citizens living in Italy. The Codice Fiscale is necessary in order to :

HOW? In order to obtain your Italian Fiscal Code you will have to
- Go to one of the local IVA Offices Uffici Locali dell’Agenzia delle Entrate ( http://www1.agenziaentrate.it/indirizzi/agenzia/uffici_locali/lista.htm?m=2&pr=GE)
- The office opens at : Monday, Friday from 8.30 to 13.00. Tuesday, Wednesday, Thursday 8.30 to 15.30 (There is usually a line outside even before the gates open).
- Documents required : photocopy of passport , photocopy of your Identity Card.
REGISTRATION OF COURSE :
WHY? The registration of your course to university or institute grants an identity card.
HOW? University students, check on the this (http://www.unige.it/strutture/ou/staff/dippostlauream/altaformazione). OR inquire with your batch mates or seniors.

PERMESSO DI SOGGIORNO or Permission of Stay - (to be applied with 8 days from your arrival in Italy)

As you have submitted your application for the permesso di Soggiorno, and received the date of your next appointement; in the meantime :
WHAT is?
The Italian law on immigration provides that non-EU citizens, planning to stay in Italy for more than 3 months, have to apply for the residence permit or permesso di soggiorno within 8 days from their arrival in Italy.The owner of the permit of stay can:
- Travel to the Schengen area countries for period shorter than three months without any formal obligation;
- Submit application for family reunion;
- Be registered with the Health National Service;
- Have a part time job like Italian citizens, working no more than 20 hours a week
- Enjoy all the welfare benefits deriving from a regular employment contract
HOW TO OBTAIN?
- GO to a nearby post office and get an application/kit, for free at the "SPORTELLO AMICO" counter. (For University of Genova students, in order to collect the kit for the application submission and for support in filling out the application form, contact SAS office (http://www.studenti.unige.it/sass/) at University)
Prepare the following documents :
- Photocopy of passport - all pages containing stamps/other visas (including cover page)
- Photocopy of your codice Fiscal or Fiscal code
- Photocopy of Declaration of Value (This document to be stamped by the Italian Consulate/Diplomatic Representation in India, when your visa was issued)
- Copy of the certificate testifying the enrollment at the course of study. Photocopy of Univeristy/Institute letter reporting the course in which you are enrolled along with details of scholarship, which has to be stamped by University/Institute representation. This needs to be collected from Alta Formazione (for Univ students). (http://www.unige.it/strutture/ou/staff/dippostlauream/altaformazione)
- Copy of the Health Insurance policy (valid in Italy for the time of validity of the residence permit)
- A 16 euro duty stamp - available at any Tabacchi shop (तम्बाकू की दुकान)
- Duly filled out application form with the help of SAS office (for Univ) or other students from your Institution.
Submission of Application :
- Go to the post offfice (check their timings)
- Collect your token no. for "Sportello Amico"
- After your turn comes, hand over you application. The postal expenses amount is 30 euros. You will have to pay 107.50 Euros to obtain the electronic residence permit card. Hence keep 138 euros in cash with you while submitting the application
- The 'Poste Italian' employer will check your passport (remember not to seal the envelope of the kit!) and will give you a receipt containing a USER ID and a PASSWORD.
- The Poste Italian employer will also give you an appointment (day and time (printed), as to when you need to go to the Immigration Office, 'Questura' (Police Headquarters) in order to be fingerprinted.
As you have submitted your application for the permesso di Soggiorno, and received the date of your next appointement; in the meantime :
- Check online if any documents are missing from your application
- Take out a Health Insurance
HEALTH INSURANCE :
WHY? The immigration law requires you to take out a health insurance during your stay in Italy.

WHY? The immigration law requires you to take out a health insurance during your stay in Italy.
- Upon the arrival, it is possible to subscribe to the Italian National Health Service (Servizio Sanitario Nazionale - S.S.N.).
- Currently, the student fee is € 149,77 a year; this payment is valid for a calendar year, i.e., until the 31st of December of the year from the date of payment.
In order to subscribe,
- Go to any post office, and fill the F24 form (MODELLO F24) and pay € 149,77.
- Carry along your passport, the residence permit receipt (permesso di soggiorno receipt) and the paid receipt from post office
- Go to the A.S.L. office in the area (where you live) (A.S.L. are the local administrative and operative facilities of the National Health Service) and apply for the subscription.
As an alternative to the above insurance,
General Italia S.p.A. Insurance
- You could subscribe to General Italia S.P.A. Insurance by making the payment on the company’s account by means of a paying-in slip (c/c n. 71270003 to “Generali Italia S.p.A.”) at the post office.
- At present, the fee is € 49 for a 6-months coverage and 98 Euros for 1-year coverage (from the day of payment at post office to 365 days hence). This insurance only covers urgent medical assistance (surgery and accidents) in the Emergency Room (Pronto Soccorso) of any hospital.
- Please carrying a copy of the Generali Italia S.p.A. health insurance contract (i.e. Post office receipt) along.
PERMESSO DI SOGGIORNO : (Cont.)
Usually, in Genova you get an appointment 3 weeks from the date of your submission. Use this time in preparing yourself to speak and understand Italian language as you will need it now.
BE attentive of your date and time of the appointment. Set an alarm in your mobile if need be.
IT IS ALSO MANDATORY TO GO AND GET FINGERPRINTED ON THE DAY AND AT THE TIME INDICATED IN THE APPOINTMENT SHEET ISSUED BY THE POST OFFICE.
THE IMMIGRATION OFFICE IS STOPPING ALL THE APPLICATIONS OF THOSE STUDENTS WHO MISSED THE APPOINTMENT.

With the signing of agreement, foreign nationals undertake to achieve specific integration objectives that shall be fulfilled during the period of validity of residence permits:
THE PARTICIPATION IN THE TRAINING SESSION ON CIVIC EDUCATION IS COMPULSORY.
Usually, in Genova you get an appointment 3 weeks from the date of your submission. Use this time in preparing yourself to speak and understand Italian language as you will need it now.

- Carry all your original documents (of which the photocopies were enclosed in the kit)
- 4 Identical passport size photos
- Check online if any document is shown missing, and carry it
AT Questura :
- Reach the office on time.
- At the entrance, show the receipt you had received at the post office
- Enter the hall as guided. You will see a lot of immigrants at the waiting hall.
- Be attentive when your name is called. It will be called in the Italian accent, possibly with lot of mike disturbances
- Your name will be called with the counter no. (SPORTELLO) Eg. Anil Rajesh Kumar, Sportello 2 (due)
- As you get in, you may be asked your name, and wait till your turn comes.
- At your turn, be prepared to answer the Italian questions, or say " Mi scusi, non parlo bene Italiano ancora" (Excuse me, I do not speak good Italian yet). Try to understand what is being spoken to you.
- Your documents will be verified. Your telephone no. will be asked. The officer will fill in all your information on their data base. You will be asked to sign “the integration agreement”. If you are in doubt about anything do not hesitate to ask questions. (Eg. Where to sign?; The missing documents were checked online, would you please add them? etc.)
- You will be asked to put your fingers on the electronic fingerprinting machine.
- Once done, you may leave the office, after double checking that you are carrying all your documents. Especially your passport!

- Acquire a sufficient knowledge of the Italian language;
- Acquire a sufficient knowledge of civic culture
- Guarantee the fulfilment of compulsory education to minors.
THE PARTICIPATION IN THE TRAINING SESSION ON CIVIC EDUCATION IS COMPULSORY.
Usually, the process of Permesso Di Soggiorno takes about 4-6 weeks after the fingerprinting.

Checking the status of your Permesso Di Soggiorno online :
- It is strongly recommended to verify the status of your application about 2-3 weeks after the fingerprinting. By using your registered number, you can check the status of your Permesso Di Soggiorno at http://questure.poliziadistato.it/stranieri/, with the register number that was received from Questura at the time of fingerprinted.
- If the website shows that its ready then in a week or two weeks will be available at Questura of Genova. You could find a pdf. file with your registered number, citizenship (Indian) and date of birth at http://questure.poliziadistato.it/Genova/articolo-6-198-349-1.htm. At times, the website (pdf.) fails to show your name while it has already appeared on the list at the Questura. We suggest you to (physically) go to the 'Questura' and check your name on the list by yourself, when in doubt.
- Once you find your registered number in pdf file, you will have to contact security of Questura in order to get an appointment for collecting your electronic Permisso Di Soggiorno.
Getting an appointment for collection of Permesso Di Soggiorno :
- Prepare a sentence in Italian stating that you have checked online, and that your 'Permesso Di Soggiorno' is ready.
- Carry your registered no. and your passport
- Go to the security (entrance) of Questura.
- Communicate with them that your Permesso is ready and that you have checked it online. They may ask for your passport or the registered no. and check the status on their database, themselves
- They will hand over a small chit (2' x 1'), with the date and time printed on it.
- This is your appointment for the collection of the Permesso Di Soggiorno. Say 'Grazie' and leave the place. Do not (in any case) lose the chit!
Collection of electronic Permesso Di Soggiorno :
- Remember that you should bring all the original documents to Questura to collect electronic Permisso Di Soggiorno. (The documents which were enclosed at the time of fingerprinted and submission of application).
- Be attentive of your date and time (Set an alarm on your mobile) . Try to reach at least 5 min before time.
- As you reach the security of Questura, show the chit, and you will be given a token with a number on it.
- Keep the number with you, and listen to the announcements attentively. (By now you should know the numbering in Italian)
- Once your number is announced with the 'Sportello no.' (Counter no.), go inside and wait for your turn.
- You will be asked for your passport and other details
- Collect your electronic Permesso Di Soggiorno, do not forget anything on the counter, double check the 'Permesso Card', take your time, say thank you and leave.
